Description	From the AAEC Editorial Collection. Cartoon by Eldon Pletcher. A snail is trying to move along a path between two mounds of lumber debris left by Hurricane Camille. Sweat drops show the snail to be working hard to move, and cobwebs are impeding progress. The snail's shell is labeled "N.O. Area Hurricane Protection Federal Program." The lumber debris is labeled "La.-Miss. damage wrought by Camille." Ominous, dark clouds in the sky are labeled "Future hurricane threats."
