They are sweating, mopping the brow, and fanning. The sun overhead is drawn with Richard Nixon's face, and the sun appears satisfied with itself. Just behind the men is a large mill wheel labeled "Legislative mill" suspended over a dry area labeled "Nixon's program." Behind all is the U.S. Capitol dome, to which the mill wheel is attached. One man says to the other, "I wonder how long the dry-spell will last?"
