A panhandler sits at the base of a metal fence with two cups labeled "For me" and "For my friend" on the ground beside him. President Richard Nixon peers through bushes behind the fence and asks the panhandler, "How're we doing?" The dome of the Capitol building is in the background. The caption reads, "News item -- Nixon will pay half million in back taxes...." In the foreground, artist Rodewalt's signature birds comment on the scene. One asks, "Isn't this a bit far-fetched?" The other responds"No, he must have at least one friend."
