Description	From the AAEC Editorial Cartoon Collection; Cartoon by John Riedell. An American bald eagle, with an olive branch in its beak and a clutch of arrows in one claw, is trying to fly. Its other leg is tied to a stake by means of a tether labeled "War amendment." Two small birds (doves?) hold ends of the tether where it is attached to the stake. The doves are labeled "Church" and "Cooper."
