In the foreground, two figures engage in a tug of war. One of the figures has a head shaped like Maine, the other has a head shaped like Mississippi. A flag tied to the rope suspended between Maine and Mississippi indicates the two are warring over a "Destroyer contract." Artist Runtz's signature cat stands below the flag on the rope and comments"To see who has the most pull."
