In the left foreground, a very small soldier labeled "Anti-poverty" stands with arms raised holding a rifle and shouts, "Out of ammo!" Next to the soldier are an empty ammunition box labeled "Federal funds" and Runtz's signature cat. Behind the small soldier are multi-story buildings, and a person leans from a window calling, "Help." To the right of the small soldier stands a giant soldier (seen only from the waist down) labeled, "Viet conflict." Spent bullets fall from the giant soldier's unseen weapon.
