Description	From the AAEC Editorial Cartoon Collection. Cartoon by Eldon Pletcher. The Louisiana capitol building has instead of a door the mouth of a cave. A man sitting at the entrance wears skins and has a club nearby. He holds a sign that reads, "Problems facing U.S. cities." A banner around the base of the building reads, "45th Annual Congress of Cities, New Orleans-1968." Scattered on the building are the words, "Finance...Transportation...Public safety...Slums."
