The cartoon shows the gridlines of a chart with two trend lines, one upward that is labeled "Tideland hopes" and one downward that is labeled, "Relative downtrend in inland oil reserves." The upward trend has a tag with the words, "37 1/2 percent share." A man in colonial costume is sitting on the downward line which has a nearby sign that reads, "Needs for basic public programs such as pollution control, conservation, education, etc." The cartoon caption reads, "Trend."
