Description	From the AAEC Editorial Cartoon Collection. Cartoon by Eldon Pletcher. A man dressed in colonial costume is holding a sign with the words, "La. wants equity, not a special favor." On the horizon (curved edge of the Earth) is the U.S. Capitol dome. Beside the man is a huge Uncle Sam (striped trousers) so tall only his trousered legs and shoes can be seen. Uncle Sam is holding a sign with the words, "Total control of off-shore minerals?" and is standing on the man's foot. Nearby the foot are the words, "Tax losses" and lines and a star to indicate pain. The man is looking up and saying to Uncle Sam, "Excuse me but you're standing on my foot."
