The sack is labeled "State agency spending" and the face on the sack appears worried. A man dressed as a doctor but labeled "Legislative auditor" is listening to the sack with a stethoscope. Next to the auditor is a sign which reads, "Periodic checkups" and above the sack are the words, "Waste and duplication...Feather-bedding...Expense account padding...Etc." The cartoon caption reads, "Nothing wrong with him that 'performance budgeting' wouldn't help."
