In the distance is the Washington Monument with a crown at the top. Between the Capitol and the Monument are clouds labeled "World problems." One balloon reads, "Washington 21st annual Mardi Gras ball." Another reads, "New Orleans' parades since 1837...Balls early 1700's." The cartoon caption reads, "Breaking through the clouds."
