President Jimmy Carter wrestles with a sticky blob of tar drawn to resemble a reclining human form wearing an Arab-style head covering. Carter uses a large pair of scissors labeled "Project Independence" to cut through and disentagle himself from long, gooey strands of tar. The cartoon caption reads, "Tar Baby."
