Description	From the AAEC Editorial Cartoon Collection. Cartoon by Eldon Pletcher. Two men are on a girder that is suspended from above by a wire and large hook. The girder is labeled, "State building programs" and is not flat but tilted up on one end. The man labeled "LSU" is sitting on the lower end of the girder; the man labeled "Port of N.O." is standing on the upper end, and he is trying to reach toward the clouds above him. The clouds are labeled, "Depressed bond market...Inflation...Tax reform bill." Sitting atop the clouds is a cash register labeled, "$tate bond issue" [i.e., State bond issue]. [Note on the date: Manuscript entry in bottom margin reads, Friday, October 3. During 1969, 1975, and 1980, October 3 was on Friday.]
