Description	From the AAEC Editorial Cartoon Collection. Cartoon by Eldon Pletcher. A man labeled Chehardy is using a pointer to indicate areas of a poster showing weather patterns. The top of the poster reads, "Jefferson's assessment climate" and the weather map has areas marked, "Highs...Lows." Behind Mr. Chehardy is an approaching rain cloud, with rain falling from it. The black cloud is labeled, "No assessments below the 1968 level will be accepted, assessments to be made without discrimination...La. Tax Commission." [Manuscript note in the bottom margin: "Wednesday, March 5." During 1969, 1975, and 1980, March 5 was on a Wednesday.]
