Description	From the AAEC Editorial Cartoon Collection. Cartoon by Eldon Pletcher. President Ronald Reagan and Secretary of State Alexander Haig are in an office. On the desk is a paper with "New U.S. Central America-Caribbean policy." Both men are looking at a framed picture on the office wall of an oversized Fidel Castro standing on a small island next to a small palm tree. Castro is smoking a cigar, and the smoke has formed a large question mark. Reagan says to Haig, "That's a good question."
