Title	[Jumbo the elephant and the blind men]; circa 1960s-1980s
Description	From the AAEC Editorial Collection. Cartoon by Eldon Pletcher. An elephant with a chain around its neck and a dog tag that reads "Jumbo" is labeled "$5.2 billlion general appropriations bill" across its back. Four men stand around Jumbo, and at least three of them appear to be blind (they wear sunglasses and have canes). A man labeled "House Appropriations Comm." holds Jumbo's trunk and says "I see a balanced budget." A man labeled "Legislative fiscal office" feels Jumbo's side and says, "I see a budget in the black, in line with recurring revenue estimates." A man labeled "Budget director" also feels Jumbo's side and says, "I see a big red glob...without the use of surplus funds." A fourth man is on the other side of the elephant, and only his legs can be seen.
